Abolish Pork Barrel! Arrest Napoles!

File Plunder Charges Against Senators and

Congressmen Colluding with Napoles!

Partido Lakas ng Masa (PLM), a national political party of the marginalized sectors, calls for the arrest of Janet Lim-Napoles and the filing of plunder charges against all senators and congressmen who colluded with Napoles in defrauding the government billions of pesos in ghost projects originally intended for priority development undertakings in the country.

PLM also calls for the investigation of Executive Secretary Paquito Ochoa whose law firm represents Napoles and the Liberal Party which received at least P100 million from Napoles during the last elections. Ochoa and the Liberal Party have to disclose the kind of connections they have with Napoles who is popularly known in the congressional circle as head of a Mafia group or “fixers” of the pork barrel funds. A disclosure is relevant in order to allay the public’s fear of possible whitewash in the investigation by Malacañang and the ruling party.

PLM also calls on the Commission on Audit and the Department of Budget and Management to secure and open to the public the records of transaction made by Napoles, especially those related to the scam.

PLM reiterates its call for the abolition of the pork barrel which has long been used for graft and corrupt practices by many lawmakers. The pork barrel system is intrinsically flawed as it is not related to legislative work that should be the sole focus of Congress and Senate. The pork barrel also fosters patronage politics where only a few shady people benefit.

The pork barrel does not only include the PDAF funds where every senator receives P200 million per year and every congress representative P70 million funds per year. It also includes funds from additional appropriations or so-called ‘insertions’ that legislators usually avail of from such sources as the road users’ tax from the Road Board, the Malampaya government share, the agricultural modernization fund of the Department of Agriculture, the calamity funds from the Office of the President, and others. The Malampaya fund alone has reportedly lost P900 million in the P10-billion scam operated by Napoles over a 10-year period.

Lastly, PLM calls for the return of the stolen money to the people. Justice demands that the scam operators, their perpetrators and cohorts, should not only be brought to court and be jailed, but the money that they have stolen should be returned and used for social welfare and development projects for the poor.
