Barangays Against Pork Barrel Movement to join the Ayala rally! PDF Print E-mail

The Partido Lakas ng Masa, will be organizing the Barangays Against Pork Barrel Movement, which will be participating in the Ayala Million People March Scrap Pork rally tomorrow.
According to PLM Chair Sonny Melencio, “We are taking the campaign against the pork barrel into the barangay elections to be held this October. The Barangays Against Pork Barrel Movement is about demanding that the money be given directly to the people. The barangays are the institutions closest to the masa and within their reach, unlike the Congress, Senate or government departments. But they need to be democratized, based on direct and participatory forms of democracy”, Melencio argues.
“The central pillars of our program are to empower the Barangay Assemblies as the most democratic, legal and grassroots institution that can plan for and budget priority development projects for the communities. Secondly, we want to establish a system of barangay budgeting, that is, participatory budgeting based on Barangay Assemblies. These will ensure that the people decide on what the priorities are and how to spend the funds.”
“This is also about implementing the basic provision of the Local Government Code about Barangay Assemblies as the basic institution consisting of all the residents of the Barangay.”
“There are practical international examples of bottom-up processes and systems of governance, based on participatory and direct democracy, working effectively to provide services, employment and livelihoods in poor communities. These include several successful examples in countries in Latin America, such as Bolivia, Venezuela and Brazil” Melencio said.
Several Barangay Kapitans and Kagawads will join the Barangays Against Pork Barrel Movement contingent at Ayala tomorrow. #
